Dr. Bell and Mr. Doyle: The Dark Beginnings of Sherlock Holmes (2000)

From NetFlix: In 1878, when Mr. Doyle meets brilliant teacher Dr. Bell, he's drawn away from his college studies into a new world of crime investigation. As the pair helps the local police solve gruesome cases, Doyle becomes fascinated with Bell's uncanny talent for outwitting the cleverest criminals. But one particularly vicious cat-and-mouse game foretells a different end … one that will challenge even Dr. Bell. Stars Charles Dance and Ian Richardson. 2000, 116 minutes

Based on the friendship of Arthur Conan Doyle and Dr. Joseph Bell, the Scottish medical lecturer on whom Sherlock Holmes was based.

There is a well-received TV miniseries from the U.K. entitled, Murder Rooms: The Dark Beginnings of Sherlock Holmes which covers the same general territory. It was produced in 2001 and runs 360 minutes.
